
This chapter defines redistricting and analyzes its relationship with electoral integrity. It describes redistricting’s relationship to the four guiding principles of this book—contestation, participation, deliberation, and adjudication. It characterizes the role played by the various actors and the rules used to implement the process. It identifies how redistricting can undermine electoral integrity, the mechanisms that can make this process more accountable, and the foundational methods for evaluating redistricting and its outcomes. Finally, the chapter concludes by delineating key questions for scholars and offering policy recommendations for practitioners interested in redistricting.
